Build and Operate Program
The Build and Operate Program offers financial assistance to community housing organisations for up to 30 years to construct and manage housing on non-government-owned land.
Community housing organisations use this funding in building and managing new social housing. These projects help us deliver more and better homes.
Round one of the Build and Operate Program was announced in August 2018. This round provides social housing homes across 24 locations in Melbourne and regional Victoria.
The Build and Operate Program is not part of the Big Housing Build. Homes built under this program are in addition to the more than 12,000 homes committed to under the Big Housing Build. You can learn about our Big Housing Build projects.

We partnered with Haven Home Safe to provide safe and secure housing for approximately 224 residents.
Operated by Haven Home Safe, the project includes 78 one-bedroom and 73 two-bedroom homes. These homes are well designed, modern and energy-efficient.
They form part of the New Epping development. When completed, there will be around 2,000 private homes, and commercial and retail space in the area. There will also be a nearby 126-bed private hospital as part of a health and wellbeing precinct
Social Housing Growth Fund
Established in 2018, the Social Housing Growth Fund allows Homes Victoria to partner with the community housing sector to build more and better homes.
