The From Homelessness to a Home (H2H) program provided 1,845 households with access to stable housing and support packages to people who experiencing homelessness who resided in emergency accommodation due to the coronavirus (COVID-19) pandemic.
About the H2H evaluation
Homes Victoria engaged the Australian Housing and Urban Research Institute (AHURI) to independently evaluate H2H. AHURI undertook an outcomes evaluation and cost effectiveness assessment of H2H, drawing on quantitative and qualitative data.
Key findings
The evaluation found that H2H has been an important and effective innovation in delivering housing and support for people experiencing homelessness in Victoria during the coronavirus (COVID-19) pandemic.
The evaluation report found the H2H program was:
• cost-effective to government, generating potential cost savings to of $6.4 to $7.3 million compared to standard specialist homelessness service provision over 24 months
• successful in helping clients to maintain tenancies over a period of 12 to 24 months and access pathways into long-term accommodation
• effective in reducing clients’ use of emergency health and homelessness services
• successful in delivering improved client outcomes, with client’s reporting improvements to health, mental health, safety, and social connectedness.
