As the Big Housing Build rolls out, we’re partnering with industry, community housing providers, local government and institutional investors to deliver more homes for more Victorians. There are a number of ways to partner with Homes Victoria on projects and service delivery.
Tenders and expressions of interest
Use the Buying for Victoria Supplier Portal - the Victorian Government tender system - to view and respond to tender opportunities including:
- invitations to supply
- expressions of interest
- requests for tender
The Buying for Victoria portal is used to invite offers to supply:
- goods (including uniforms and personal protective equipment)
- services
- construction works
- construction services

Advance notices
Advance notices of opportunities for construction works and services are also published on the portal.
Tender notices and advance notices allow suppliers to:
- identify opportunities of interest
- understand what the government is purchasing
- access contact details for further information
Suppliers need to login to the portal to view advance notices, download documents and submit an offer electronically. Suppliers new to the portal need to register on the portal.
Social Housing Growth Fund
The Social Housing Growth Fund was established to create a pipeline of new social housing in Victoria. The fund is jointly administered by the Minister for Housing and the Treasurer.
In the 2020-21 State Budget, the Victorian Government invested $5.3 billion in social and affordable housing as part of the Big Housing Build. This record-breaking investment included $1.38 billion for the Social Housing Growth Fund to provide grants to the community housing sector and Aboriginal Community Controlled Organisations to grow the supply of social housing.
These grants aim to deliver:
- an investment in new social housing dwellings to provide long-term housing for people applying for housing via the Victorian Housing Register.
- a boost to the housing and construction industry to create more jobs in response to the COVID-19 pandemic.

Affordable Housing Partnership Program
The Affordable Housing Partnership Program forms part of the Social Housing Growth Fund grants program, comprising part of the Government’s $5.3 billion Big Housing Build and the $1 billion Regional Housing Fund, and aims to deliver up to 1,300 new Affordable Housing homes across Victoria.
The program seeks to deliver a long-term, sustainable and diverse affordable housing sector in partnership with Homes Victoria and not-for-profit organisations, Community Housing Organisations, Aboriginal Community Controlled Organisations, institutional investors, other investors, and Consortia.
The closing date for expressions of interest and request for proposal for the Affordable Housing Partnerships Program from Aboriginal Community Controlled Organisations, Traditional Owners and partners has been extended.
Following the Affordable Housing Partnership Program expression of interest, selected respondents will be invited to a subsequent request for proposal process.

Purchase Programs
As part of the Big Housing Build, Homes Victoria is investing $948 million to deliver over 1800 more social and affordable homes. We're partnering with landowners, builders and developers across Victoria to boost social and affordable housing supply.
