Project update
As part of the plan to redevelop Melbourne’s 44 high-rise towers, Homes Victoria is revisiting its approach to the Emerald Hill site to ensure an integrated approach to the whole neighbourhood.
The redevelopment of Melbourne’s high rise housing towers is the next big step in providing more and better homes for Victorians who need them most.
To ensure public safety at Emerald Hill, Homes Victoria is starting works to safely demolish the vacant walk-ups.
We will continue to work closely with renters and community on the future of the site.

From August to December 2024, Homes Victoria will begin site works for demolition of the empty walk-ups at Emerald Hill. Works will include:
- Installation of secure site fencing
- Tree protection, pruning and removal
- Removal of contaminated materials
- Demolition of empty walk-ups
St Luke Street will remain accessible and is not part of the scope of these works.
The health and safety of the South Melbourne community is our priority, and we will restrict work area access to contractors only.
All works will be compliant with WorkSafe Victoria and EPA Victoria regulations.
Control measures such as dust suppression will be used to reduce impacts as much as possible.
