Project update
The first step in regenerating Victoria’s public housing towers is underway with the redevelopment of the Carlton Elgin Towers.
We are delivering more and better public housing at Elgin Towers, Carlton with 231 new apartments. The new homes will be modern, accessible, and energy efficient, in a location that is close to shops, parks, transport and services.
The Australian Government and Victorian Government are partnering to redevelop the Elgin Towers as the initial Victorian project of the Federal Government’s Social Housing Accelerator investment.
The award-winning firm, Architectus, renowned for their approach to quality design of social housing, has been appointed as the lead architect for Elgin Towers, Carlton.
Next Steps
Residents and community members near the Carlton Elgin Towers were asked to share their thoughts on the project vision. In late June, we held community sessions and launched an online survey to collect feedback from public housing tenants and other community members.
Thank you to everyone who provided valuable feedback during the first round of engagement.
We are carefully reviewing the feedback received to guide the design. Your input will help make sure the new homes are accessible, sustainable and well-connected to the community.

The project is jointly funded by the Australian Government and the Victorian Government.
The Elgin towers, Carlton will be the first towers redeveloped in line with the Victorian Government’s Housing Statement – a plan to provide more and betters homes across the state.
231 new, modern, energy efficient and accessible homes will replace 196 old dwellings that are no longer fit for purpose.
This is an increase of around 18% public housing at this site.
Community consultation will be a part of each step of the redevelopment

This timeline will be updated throughout the life of the project to reflect any changes to timing or sequence of events
Relocations
The Elgin Towers renter relocations concluded last year, and the buildings are empty and ready for retirement. Careful deconstruction of the buildings will start later this year, with construction set to commence in 2026. People will begin to move into their new homes in 2028.
Renters will be able to return. When complete, all former residents of the Elgin Towers, Carlton will be invited to return to the new homes on the site
