Homes Victoria will deliver more and better homes in Heidelberg West.
The Bell-Bardia, Heidelberg West (Stage 1) project will deliver 104 new homes including 53 social homes and 51 affordable homes with a mix of 1, 2, and 3 bedrooms.
The project will build on the success of the recently completed Tarakan Street housing site in Heidelberg West which delivered 130 new social and affordable homes.
The project is located between Bell and Bardia Streets in Heidelberg West on the lands of the Wurundjeri Woi Wurrung people.
The site is 10km northeast of the Melbourne CBD.
The new homes will be ideally situated close to education facilities, public transport, community services, the Bell Street Mall, the Austin Hospital, and other key destinations including Darebin Creek and Northland Shopping Centre.
We will be talking with the community to help shape the future of the Bell-Bardia housing site.
Community members can share their ideas and suggestions via an online survey from 8 July or by attending an in-person community drop- in session below:
Community drop-in sessions:
- Saturday 13 July, 10:00 – 1:00pm
- Saturday 20 July, 2:00 - 5:00pm
Venue: Meeting room 1, Shop 48 – The Harmony Centre, Bell Street Mall, Heidelberg West.
More community consultation will be held around September 2024.
Construction of the new homes at the Bell-Bardia site will commence in late 2025 and finish in 2027 after consultation and planning approval is conducted.

What is social housing?
Social housing is an umbrella term that includes both public housing and community housing.
Public housing is housing owned and managed by Homes Victoria. The government provides public housing to eligible Victorians including:
- people who are unemployed
- on low incomes
- live with a disability or a mental illness
- or who are at risk of homelessness.
Community housing is affordable, long-term housing that is managed and supported by a community housing provider. Community housing providers are experienced, not-for-profit organisations that provide tenancy management and maintenance services, as well as community building and social support services.
