New homes for young Aboriginal people at risk of homelessness have recently been completed in Frankston.
The new housing will provide stable accommodation and comprehensive support for Aboriginal and Torres Strait Islander youth at risk of or experiencing homelessness or transitioning from out-of-home care.
The new development named, "Moorumbina Mongurnallin," meaning "You are loved," reflects the mission to offer a loving and supportive environment for young people to develop their confidence and independence and thrive.
The homes have been built in partnership between Homes Victoria, Kids Under Cover and the Victorian Aboriginal Child and Community Agency (VACCA), and provides housing and support for six at-risk young individuals with live-in mentors.
The program emphasises collective and communal activities, such as cooking, maintaining shared gardens, and engaging in life skills development.
The site also features a half basketball court and open outdoor spaces to promote physical health and social connection.
Bianca, a resident moving into the facility, shared her excitement: "It's going to be a really good chapter in my life to get new experiences, especially with independent living and finding my own path in life."
What is Village 21?
Moorumbina Mongurnallin is part of the Village 21 program, a supported housing model designed to equip young people with essential life skills, create support networks, and provide avenues for education and employment. Onsite mentors play a crucial role in helping residents develop these skills and navigate their transition to independence.
The Village 21 model was developed by Kids Under Cover and Anglicare Victoria. A pilot program in Preston has led to positive outcomes for the residents. In addition to Moorumbina Mongurnallin, two more culturally tailored Village 21s for Aboriginal and Torres Strait Islander youth are in development as part of Home Victoria’s $50 million Youth Capital Grants program.

What is VACCA?
VACCA (Victorian Aboriginal Child and Communtiy Agency) will provide the support services for the young people living at Moorumbina Mongurnallin. It is Victoria's peak provider of Aboriginal family violence, youth justice, and homelessness support services. As an Aboriginal Community Controlled Organisation, VACCA focusing on creating services and advocacy that promote safety, wellbeing, and cultural connections for children, families, and communities.
