About the project
Our older public housing towers are coming to the end of their operational life. The unique design of the buildings also means it is no longer feasible to continue to upgrade the high-rise buildings to the quality, comfort and standards renters deserve.
Homes Victoria will retire and transform 44 older-style towers across Melbourne over the coming years. We will deliver modern, accessible homes, and better community facilities.
The first high-rises due for redevelopment by 2031 as part of the High-rise redevelopment program are:
- 120 Racecourse Road, Flemington
- 12 Holland Court, Flemington
- 33 Alfred Street, North Melbourne
- 20 Elgin Street, Carlton (By 2028)
- 141 Nicholson Street, Carlton (By 2028)
More details for these sites will be released in late 2023, following engagement with our renters and communities.
Relocation opportunities
We’re committed to supporting renters every step of the way, minimising disruption and inconvenience and offering relocation opportunities that keep communities together.
Moving house takes time. Some renters may choose to move straight away while others may need more time to work through the options available. No-one is required to move immediately.
Brand new social housing homes in Victoria Street, Flemington and Abbotsford Street, North Melbourne will be available in late 2023 and early 2024. These well designed, energy efficient modern and comfortable homes are conveniently located to support ongoing neighbourhood and community connections.
New Homes on Victoria Street, Flemington
These sustainably designed all-electric homes will be comfortable year-round and cheaper to heat and cool. They will all be connected to the embedded local energy networks providing residents with best-in-market rates and 100% renewable energy. All homes feature great natural light and ventilation, good sized storage spaces and modern appliances along with balconies or courtyards.
These new homes make the most of the Victoria Street address, close to schools, the Racecourse Road shopping village and on the edge of the current Flemington high-rise housing site. Further upgrades are in the planning stage at this location including more new homes and open spaces.
These homes will be managed by Community Housing Victoria Limited who come with great experience and commitment to service. As a renter
relocating from soon to be retired towers there will be no change to your renter rights or your rent settings.

Supporting renters to relocate
Our relocations team will be reaching out to start the conversation with renters in October, 2023. Our team will introduce themselves and learn more about your individual needs. They will also provide more information and answer any questions you may have. Family members can attend, and we can also help arrange interpreter supports.
Our local housing officers and relocation staff will be there to support you every step of the way. We will find you a new home that best meets your individual and household needs, arrange your move, and pay relocation costs for:
- removal of household items and transport to a new home
- utility connections for electricity, gas, internet and telephone, and
- any mail redirection fees.
