Collingwood car park proposal update

We’re delivering more than 150 new social and affordable homes adjacent to 240 Wellington Street, Collingwood. 

To support construction of the new homes, the car park at 240 Wellington Street will be closed. 

During construction, Homes Victoria is making more than 120 car parks available at the 253 Hoddle Street, Collingwood basement car park, with overnight security and a regular shuttle bus from 240 Wellington Street to the car park.  The basement car park is approximately 500 metres from 240 Wellington Street and is the closest parking option. 

Once construction at Wellington Street, Collingwood is completed, the new buildings will provide 220 car parks and 212 bicycle parking spaces. The car parks will be available to residents who are currently permitted to park at 240 Wellington Street. 

Community engagement 

In late February/early March 2022, we invited the current users of the car park at 240 Wellington Street, Collingwood to provide their feedback on alternative car parking arrangements for the duration of the Big Housing Build project.  

We would like to thank everyone who took part in the engagement. 

As part of the community consultation, we organised: 

  • an online survey 

  • 2 online information sessions  

  • phone calls with all current car park users 

  • 4 pop-ups outside of 240 Wellington Street 

  • a translated flyer delivered to all residents of 240 Wellington Street 

Residents provided several ways we can improve the basement car park proposal.  

Based on the feedback from community, Homes Victoria will:  ​  

  • provide 4 accessible car spaces on Vere Street 

  • work with City of Yarra to provide four pick-up/drop-off car spaces on Wellington Street 

  • provide 20 car spaces next to 240 Wellington Street 

  • install 10 bike stores/bike hoops on Wellington Street 

  • provide approximately 128 car parks by re-opening the basement car park with 7pm to 7am security, at the rear of 253 Hoddle Street, next to Harmsworth Reserve. 

To ensure the basement car park at 253 Hoddle Street meets the needs of residents:  ​  

  • security will be on site from 7pm to 7am, 7 days a week ​  

  • a shuttle bus service will run between 240 Wellington Street and the car park every 15 minutes, 24 hours a day

  • Homes Victoria will invest approximately $750,000 to upgrade the basement car park. This will include a new roller door, line marking, signage, painting of walls and columns, security systems including cameras and access control, and improved lighting.  ​  

  • Homes Victoria will deliver lighting upgrades as required between 240 Wellington Street and the Hoddle Street basement carpark, both along Perry Street and internal to the housing site.
